COLUMBUS (AP) - Ohio was unfairly omitted from a new $1.5 billion federal program to fight mortgage foreclosures, according to state leaders urging the White House to reconsider and add more states. President Barack Obama has said the money is going to housing agencies in the five hardest-hit states of Arizona, California, Florida, Michigan and Nevada.

Rates for 30-year home loans rose above the 5 percent threshold for the first time in three weeks, but remained near historically low levels. The average rate on a 30-year fixed rate mortgage was 5.05 percent last week, up from 4.93 percent a week earlier, mortgage finance company Freddie Mac said Thursday.
